Only guarantee of sustainable economy for Petrobras and Brazil

   With the dismantling of the natural gas vehicle (NGV) system in Brazil and increased consumption of diesel and aviation fuel, gasoline also began to import and sell to client countries, the discourse of many experts in the oil economy has changed, which was long-term investment was short term, but urgent, and called pharaonic projects came to be viewed as dwarfs. This shows that Brazilians are not willing to plan, when the criticism is one of the most important events so it can plan together, and together with the technical review must reach dialogue, dialectic rule for structured planning.

   We will not extend to administrative matters, but we are paying a heavy price for government decisions to divert for reasons of domestic political, and even partisan, ongoing programs such as NGV. Program in which the society has invested money and expectations, and the government has invested public money, and now the adverse conditions and negative derivatives volumes available to keep productive and sustainable moving the Brazilian fleet, are conducive to an alternative fuel that essentially replace the use of diesel for freight and buses.

   Desperation can be seen in several sources. The Globe newspaper spoke of doubling the “COMPERJ” refinery in Itaboraí referring to an "increase in the consumption of some fuel in the country, such as diesel and jet fuel, which will require Petrobras to significantly change the design of the Petrochemical Complex of Rio de Janeiro (COMPERJ) under construction in Itaboraí. The company has decided to build instead of one, two refineries - each with a capacity to process 165.000 barrels of heavy oil. And instead of just producing raw materials for the petrochemical sector, will produce diesel and aviation fuel. The amount of petrochemical products is the same as the original project. "How long will it take for the refined product in the refinery reaches the fuel pump?

   Another important point in this issue of planning, mismanagement, political will, public accounts, immediate needs and dismantling of the NGV vehicle pool, is the direct cost of urgent work. If the "COMPERJ" has been criticized for overbilling, which shows that someone realized that the work is very expensive, its cost will increase rapidly to be completed in less time, because the speed is priced too high, surpassed only by cutting or removal of something that has already begun as the NGV, a market that has accumulated over 10 million investment, most lost. The completion of the gigantic works, as the Globe, "will produce 2.15 million cubic meters a year of aviation fuel and 9.36 million cubic meters per year of diesel. According to Petrobras Downstream Director, Paulo Roberto Costa, the first refinery will begin operations in late 2013, a year later compared to the previous deadline of the project." The little time can be a source of overcharging, as alleged, but the decision is taken and the state continues ahead.

   The Brazilians love to Petrobras, and therefore there is some abuse to forgive the errors and non-planning, as well forgive destructive actions as with the natural gas market segment most profitable and loved by drivers who work with NGV light vehicles in urban centers. I say this because it is common to find people who condemn the NGV after negative statements made by the executive directors of Petrobras, but still believe in everything the company announced and they see as likely that Petrboras finds risk investment partners in their bids, and that Itaboraí refineries will be 100% of Petrobras, said the Globe, but there has been a period where it was assured that "COMPERJ" would be a condominium type companies in the petrochemical refinery.

   I think the Brazilians expect everything to be right and go very well, but more think that if the doors of Petrobras, as a public company, be opened to discuss some of their plans would have a higher success rate and would not affect as many Brazilians as those who invested their savings in the NGV, many companies that bet on the segment of the distribution of natural gas to the Brazilian fleet, have invested in technology development and the establishment of a market that has been considered one of the largest the world in its category, as we like to be seen. If we want to replace in a short time the use of diesel by NGV, it is only necessary a positive signal by Petrobras. The fleets of many major towns and cities could consume the fuel available, cheap and clean, saving the consumption of diesel. Suffice to Petrobras to take over a market with a ready-made infrastructure, such as a leader and provider of NGV. Therefore, we expect a little more of Petrobras, and we are confident that we are not deceived.
