June 9, 2026. The Mayor’s Office of Bogotá, Colombia, delivered the first cargo vehicle with low-emission technology financed by the Foncarga program, a fund created to support the renewal of older cargo vehicles, reduce emissions, and assist small transporters in the transition to cleaner technologies.
The Bogotá District Secretariat of the Environment (SDA) handed over the keys to the first beneficiary of the program: Fernando Cáceres, who replaced a 1978 model truck with a new vehicle equipped with a dedicated Euro VI natural gas system, which reduces pollutant emissions by approximately 90% compared to the previous vehicle.
“Today we are seeing the first tangible result of a public policy that translates climate action into concrete benefits for people. Two years ago, we found a fund that existed but wasn’t operating; today, the administration of Carlos Fernando Galán is delivering the first vehicle with dedicated Euro VI natural gas technology, demonstrating that Bogotá can improve air quality while supporting small transporters in the transition to cleaner and more competitive technologies,” stated Adriana Soto, District Secretary of the Environment.
The program is aimed at owners of light and medium-sized cargo vehicles with a gross vehicle weight of 10.5 tons or less, and dump trucks with up to three axles, provided they are more than 20 years old and registered in the District.
The delivery of this vehicle marks the beginning of a transformation that the Capital District has been anticipating for years. Fewer older cargo vehicles on the road means less particulate matter in the air, less pollution on the streets, and a Bogotá moving toward cleaner, safer, and more competitive freight mobility.
