Bolivia creates Patria Program to renew public transport fleet

The decree renames the Executing Entity for Conversion to Natural Gas Vehicles to the "Patria" Vehicle Renewal Executing Entity.

September 30, 2026. The Government of Bolivia has enacted Supreme Decree 5726, establishing the National “Patria” Program. This program aims to renew and transform the public transport vehicle fleet through mechanisms designed to finance vehicle purchases at the request of beneficiaries. Additionally, the decree renames the Executing Entity for Conversion to Natural Gas Vehicles (EEC-GNV) to the “Patria” Vehicle Renewal Executing Entity (EERV Patria); the entity retains its legal status as a deconcentrated public body but now falls under the jurisdiction of the Ministry of Public Works.

The new entity’s functions will include implementing the National “Patria” Vehicle Renewal Program, as well as programs for NGV conversion, NGV equipment maintenance, NGV cylinder recertification and replacement, and the conversion of diesel vehicles to natural gas.

The “Patria” Program will be executed via the Integrated Fuel Consumption Financing Information System (SIFICC). This system is interconnected with filling stations through the B-SISA platform, enabling control and payment mechanisms for the financing obtained by beneficiaries.

In accordance with the regulations, the implementation of SIFICC and the execution of the program will be funded using resources from the NGV Conversion Fund (FCVGNV) and the NGV Cylinder Recertification and Replacement Fund (FRCGNV).

The decree also authorizes, on an exceptional basis, the direct contracting of goods and services from specialized workshops for the natural gas vehicle conversion, maintenance, recertification, and replacement programs managed by EERV Patria. It simultaneously permits the direct procurement—including from abroad—of goods and services necessary to carry out the entity’s programs.
