December 14, 2025. The National Government, through the Ministry of Mines and Energy, presented a draft decree to adopt public policy measures aimed at promoting the supply of natural gas, as well as enabling the development and integration of biogas and biomethane as complementary sources of energy supply.
The draft introduces adjustments to the rules for declaring and marketing domestic and imported natural gas, with the purpose of ensuring that the available fuel is effectively made available to the market and users. It also establishes transitional provisions to prevent unjustified price increases, especially in contexts of tight supply.
“The central objective of these measures is to ensure that the available gas reaches the market under fair and transparent conditions, avoiding practices that end up passing on additional costs to households and productive sectors,” stated the Minister of Mines and Energy, Edwin Palma Egea.
In addition, the decree establishes an enabling framework for the energy use of biogas and biomethane, allowing their production, use, and progressive integration into the fuel gas infrastructure, under criteria of quality, safety, and traceability. This initiative is linked to sustainable waste management, the circular economy, and the strengthening of energy security in the regions.
“Colombia is making progress in diversifying its energy matrix. Biogas and biomethane not only expand the gas supply but also transform waste into an opportunity for a just energy transition and territorial energy security,” stated Minister Palma.
